That's a tough call, the current status of American arcades may make it tough, but from what I hear, it's the fourth most popular arcade game in Japan, so it's very possible we might get an arcade version.
Supposedly it will be coming out on PS2 in Japan, but the date when it does come out is a point of conjecture amongst people. I've heard everything from last month (

) to next November, to some time in 2007. Most people in favor the late release think that SCEA won't let 2-D titles out on the PS2 until PS3 comes out and they have other things to worry about. Given SCEA's actions and supposed views on 2-D games, this doesn't seem too far-fetched.
*EDIT* - Found some stuff out about some of the confusing Fatal KO moves in that vid.
The part with Jagi isn't all his Fatal KO. The move he does prior is one of his other super/special moves. Apparently it's a throw of some sort that if hit forces the opponent to answer a question. If they answer wrong (as shown) they get hit and have to answer another question. If they get the second question wrong (which is what is shown) they are put into a very long stun. That stun enabled Jagi in this vid to pull off his Fatal KO which is simply him blowing up the barrel.
Shin's suicide KO does indeed have a purpose. The next round Shin gets a full "Star Gauge". The Star Gauge is just below the health bar and consists of seven pieces (stars) in the form of the The Big Dipper. Certain moves when hit decrease one or more stars from your opponent's gauge. Apparantly one rule in the game is that a single combo can't take more than 3 stars. Anywho, once your characters Star Gauge is depleted, they are able to bit hit with Fatal KOs. Apparently at the begining of each round after the first you gain one star in your gauge (Assuming you lost at least one in the previous round). So if you know you are going to die and have a match to give away, you do this move to yourself and get all seven stars back on your gauge instead of just one.
