Apparently it's the Haruhi color scheme. Though why the hair is at the left and right, and the part of the sailor uniform in the middle, I do not know.

haruhi is a comedy/slice of life anime if i had to catagorize it, the only reason i have not really watched it through is the episodes are out of order

The first light novel is from 2003, the anime started in 2006. And you're missing a whole lotta fun if you never read/watched it.

This is rather old, but awesome nontheless. In 2007 Great Britain had a design competition for a new union jack flag. They didn't change it though but they at least thought and talked about updating it to reflect the current times.
