i am using adobe PS 6...
if yours is anything like mine, you should go to image>image size,
then set it to whatever you want. remember to tick the "contraint proportions" box so it will keep the ratios.
you can mess around with the canvas size as well. it allows you to keep the image size the same while changing the size of its frame.
addition:
file>save for web: this will save your pic in a small file size for faster loading of your pic.
image>adjustments>auto-adjust colour/levels/contrast: this will adjust the colour/levels/contrast to a nicer one

One thing you can try is to use the sharpen filter, or go to the sharpen-->unsharp mask to do it manually once you reduced your image. Should get rid of some of the blur that occurs when you size down a image.

Yes it is, if you didn't like it it's because you either watch too much hentai mangas or are too spoiled by contemporary anime.
I understand why you might not like it though. Seriously the harlock saga was pretty linear yes, art was particular but pretty well animated, storytelling was minimal but extremely well-done, and years ago it was one of the mainstream series. And I still believe that the Atlantis is one of the best kickass piece of machinery EVAR!
Basing your assumption that a whole serie sucks because you watch 1 episode of it seems pretty extreme to me though. It's like watching one random episode of Bleach or OP or your favorite anime as of now (filler if you're unlucky) without watching any others, and say "OMFG can't understand what's going on, this series sucks!".
