The 22th volume has actually been out since December. Chapters 250 and 251 have been serialized in Big Comic Spirits but now under the title "21st Century Boys" They are technically the start of Volume 23 but I'm not sure as to the whole "21st" business.
I can upload them if you'd like but they aren't translated and the translations are not to be used in scanlations.

Since I've lost countless nights reading 20th Century Boys over the past weeks or so to end on a cliffhanger, I thought I would tell you guys that the last chapters of vol 22 (9-13) have been released by MangaScreeners. Don't know yet if it's the end or not since there is this 21st CB business.
My thoughts is that it is not the end since there is too much loose ends, like Kanna's abilities and Friend's child. I think we are still up for a good dose of cloning and genetics manipulations stories. And Kenji's act is fishy to me too, if you look at it he's using different means (rock'n roll and music), but the result is the same as Friend's: acting like a messiah, controlling crowds and their means in life.I can see him going slowly insane over time and become the bad guy. But I'm sure others people came to that conclusion before me, since 20CT has been running for quite some time.

Yeah the Kenji thing was just thrown in there. Also I'm dissappointed in his handling of Kanna's Mother she is just an after thought most of the time. It would be satisfying to have the whole family meet once again. If you think of one character that has endured the most its her.
